Preapproved Advanced Cleanup Program Opens Application Period

By : Steve A. Harrison, P. G.

The State of Florida has opened a window of opportunity to provide advance funds to petroleum cleanup sites under the auspices of the Preapproved Advanced Cleanup (PAC) Program.  If you, or anyone you know, has a petroleum contaminated property that is enrolled in the Preapproval portion of the Florida Petroleum Cleanup Program it is important to spend a couple of minutes and read the rest of this message – it could be worth thousands of dollars.

The State of Florida Department of Environmental Protection is accepting applications from owners (or Responsible Parties) from November 1 – December 31, 2012 seeking to obtain PAC funding for cleanup of petroleum contaminated sites. To be considered sites must already be enrolled in the PAC.  The PAC program enables owners (or the Responsible Party) of petroleum contaminated sites a chance to expedite cleanup efforts by committing to pay a percentage of the assessment and cleanup costs.

Preapproved Advanced Cleanup Program – is a cleanup program to provide an opportunity for site rehabilitation to be conducted on a limited basis at contaminated sites, in advance of a site's priority ranking, to facilitate property transactions or public works projects.

The application process requires the submittal of a completed PAC Application, non-refundable $250 application fee, Limited Site Assessment Report to summarize site conditions, a proposed course of action including a cost proposal and the commitment of the owner (or Responsible Party) to pay a portion (at least 26%) of the cleanup costs (not counting any required deductible).

The following is a link to the FDEP website that contains additional information regarding this program. http://www.dep.state.fl.us/waste/categories/pcp/pages/pac.htm

If you or someone you know is interested in learning more about the program and evaluating the options, please contact Sphere to discuss the program requirements in greater detail and to initiate the application process.
